It's not, but it was made by fans of Uchikoshi and Nakazawa's works, specifically Remember11; one of the editors created the Gestalt patch, and another created the R11 Explained website. The start is a bit slow, but it's definitely ramping up now.

I am 13 hours into this game and I know absolutely nothing

Finally finished Chapter 1

Okay, theories and predictions (MAJOR spoilers):
Notation: Character X is from Chapter 1, Character X' is from Chapter 2.
The Sai with the Sekimeiya in his hip pack is the same as the Sai with the knife, and they are both Sai'; I only say this because both of them had extreme adverse reactions to seeing Atsuki, and Atsuki' appears to be a villain. For this reason, Sai' was also the one who was locked in in the attic, and he escaped with Akaro after telling Katei the truth about Atsuki'. Akaro' broke into the bedrooms, and Akaro' and Sai' are the ones that appeared before Atsuki and Erina went in the elevator.
The body in the chest is Isla'; she is Isla's friend and the one that gave her the recording; that recording is from Chapter 2. Isla is currently in Chapter 2.
The second Naomi body is Naomi'; I do not expect to encounter Naomi at all in Chapter 2.
I'm not sure what the mechanism is for primed and unprimed characters to swap between Chapters 1 and 2, but it may have to do with the smell.
Erina never swapped; she is the same character the entire time.
I don't know how the Sekimeiya works, but I have a few ideas:
The time travelled depends only on the time spent charging
X cannot travel unless X' is also alive when they travel back, where they will assume the coordinates and orientation of X'.
There is 1 Sekimeiya in Chapter 1 and 1 Sekimeiya in Chapter 2; when one is used, the two of them swap chapters, but keep their physical locations in the building.
I expect unprimed characters to show up in Chapter 2.
Perhaps the outside of the tower is different than what I'm expecting?

8 people get trapped in a building for 12 hours with a time travel device, the Sekimeiya. I'm 20 hours in and I have absolutely zero idea what the rules for the Sekimeiya are, and the mysteries just keep piling up the more I play. The "what the fuck is even happening" factor is absolutely incomparable to any other mystery fiction I've ever read, watched, or played.

Also, if you've played Aegis Rim 13 Sentinels, how does the "what the fuck is happening" factor compare to that? Thats the best and most incomparable case of the good kind of "what the fuck is happening" I can recall off the top of my head.

The good kind, obviously. It's like The Reveal in R11 (you know the one) but it happens 5 hours in and then they keep piling it on for the next 15. At no point is it borderline schizophrenic like I/O.

are the mysteries the type you can find the answer to before they are fully revealed? like does it present all the facts straight up like Higurashi/Umineko and say that the balls in your court? and the only reason to not predict the finale is due to not being smart enough?

The game explicitly gives you a chance to demonstrate your understanding of the mystery before outright telling you, and even then, some questions are intentionally left unanswered.
