Has there ever been an explanation towards Dragonite's design?

I can't believe they would just drastically change a third evolution like that without some back story to it.

Like imagine a bunch of kids were asked to draw the best dragon design and that's what they ended up with.

They had different concept artists come up with different things, which were put together by the game designers in whatever way made sense to them, iirc.

No evidence of this but I've got a hunch that at the last minute someone said some bullshit like "that looks too close to Gyarados and needs to be changed. Change it to something that appeals to westerners"

Metagross is just straight up my favorite Pokemon. Gen 3 was such a good game. Perfect designs.

Perhaps the same thing as what happened with Squirtle/Wartortle and Blastoise; Dratini and Dragonair were originally part of their own line and Dragonite was in its own. But during development, the lines were combined, with the original evolutions/preevos lost in the process.

Much like how Blastoise was originally never connected to the Squirtle line, and why Wartortle's ears disappear upon evolving (Wartortle's original evolution looked closer to it).
