Your conclusion is flawed because your premise is flawed. "Gender" in this case, is being used for two entirely separate ideas. also, there is no such thing as gender reassignment surgery. sex or (even more appropriately) genital, please.

"Gender Roles" are a social construct. this is the external pressure society puts on people to behave in certain ways due to their assumed sex. these roles are societal, and can be changed, though usually with great difficulty and glacial speed. but you are right, these are reasons people might want to transition socially, not physically.

"Gender Identity" on the other hand, is biological. it is how the brain developed, as opposed to how the body developed. mostly well before birth. For most people, both brain and body develop in the same direction. for trans people, not so lucky. this opposing development can cause some very serious issues, for which the treatment is physical transition: usually HRT, and often surgical intervention.

ultimately, the confusion is often due to these two terms (as well as gender expression, sometimes) being reduced to the term "gender", even when something more specific is necessary.
