Someone explained it to me once but damn I understood 0 of it. I'm a casual player

As far as I remember?
Only one of each card (aside from land cards) allowed.
You can use you planeswalker anytime, but if they die you have to spend Mana to get them back
Usually 100 card decks

Planeswalkers aren't allowed as your Commander unless it says so on the card. You're confusing it with Brawl which lets you use both Legendary Creatures and PW's. The deck has to be 100 cards including your Commander(s), unlesss you're using a Companion because the RC is cool with breaking the sideboard rule for some reason.

It's also generally a multiplayer format, so at least 3(1v1v1) players but I prefer 4.

Ah. My (only) deck is Commander and has a Planeswalker. My brother built it for me though.

Oh and to expand on the spending mana back thing, when your Commander leaves the battlefield you can choose to redirect them to your Command Zone. For each time you recast them from the Command zone you have to pay an additional 2 each time. So if your 4CMC Commander gets exiled or whatevs they'll cost 6, then 8, etc.

The original name is Elder Dragon Highlander, since you had to use the OG Elder Dragons like grandpa Bolas and friends. I believe each Highlander format(I only know of Canadian) has a singleton rule, hence the only 1 copy of each card that isn't a basic or something like Relentless Rats.

Oh and speaking of color identity any color that appears in the indicator, casting cost and rules text counts towards your Commander's color identity. Najeela is mono-red, but has a 5C color identity so you can use any color in your 99 with her as the Commander. Reminder text doesn't count, so Crypt Ghast and Charmed Pendant have a monoblack/colorless identity respectively.

Everyone starts with 40 life, 100 total cards including your commander (legendary or a planeswalker that specifically says can be used as a commander or has partner). Each time a commander would be killed or exiled you can redirect to the command zone. Then the commander costs 2 more to cast for each previous casting. If you do attack damage to another player with your commander, you can kill with 21 commander damage.
