There's a family of feral wanderers that have been homeless here since the Civil War era (they and their offspring all chose to be homeless for generations), and they have hundreds of descendants who have collectively managed to get each other jobs at the municipal bureaucracy. And apparently, at least 20% of all taxpayer money here is being funneled directly towards their "Elder", a 108-year-old blind, illiterate man who lives in the sewers.
