My favorite is Sasuke when you take the whole Naruto manga into account. Then Gaara, Kakashi, and Obito are kinda tied for second. Lots of others are in the high rankings, it's a lot less clear after that. My top 4 are pretty solid and immutable.

Between the two you mentioned, I like Nagato/Pain a little bit more than Itachi.

That's kinda my least favorite version of him, but definitely a version who needed to exist. Just to show how resolved he was and how far he was willing to go. I think his slightly-more-reasonable-but-still-radical personality post-Kabuto/Hokages was a better version of him. Then, of course, the "real" Sasuke from the final chapter is the best version. Sadly, they really neutered him bad in Boruto and it kinda makes me not want to watch it.

If you put him up against endgame six paths characters, yeah he gets clapped. But other than them I think the only people alive Minato can't beat are like, Hashirama and Madara tbh. Itachi is debatable I guess given his genjutsu, but otherwise yeah.

He was also literally the only guy able to instantly counter Kamui after just seeing it for the first time whereas the only other people to do so were Konan who was a previous ally of Obito's so she had knowledge on it (and had a ton of prep time) and Kakashi who... literally had to use Obito's other eye lol.

But the biggest reason I like Minato is because he doesn't come from any overpowered clan or background in general. He was just a dude that was ridiculously skilled and smart, and he's so chill.

I do love him as a character, and honestly his combat feats are really strong. He was making some big plays in the fight vs. Juubito/Juudara. It's just that his big reveal in the present day story line felt kinda lackluster because he was being set up against characters vastly more powerful than he is. His only truly legendary moment was when he was able to deal with Obito and Kurama back to back. By the end of the Fourth War he was just an armless plot device who said some cool backstory stuff, which felt beneath him as a character.

2nd Mizukage is fantastic. He's def up there for me as well, despite only being like 5 chapters.

Water Kage in general have my heart.

(What's funny/lazy is the both the 2nd Mizukage and 2nd Hokage have the voice actor in English.)
