The clerks office in Travis said it does not have enough information from the secretary of state to provide voters with what they must do to fix their applications.
Many other counties are experiencing the same high rejection rate, the office said in a statement. We have not received instructions from the state outlining what our office can do to assist voters in submitting a completed application.

Basically saying "your ballot application is rejected" and then when asked why "I dunno, but it's rejected".

Under the Texas law, ballot-by-mail applications must include a drivers license number or the last four digits of a Social Security number. The identification number is then verified against the applicants voter registration record. If the numbers do not correspond, the new law requires that the application is rejected.

Officials in Bexar County which includes San Antonio, the second-most-populous city have rejected 325 applications because the identification section was left unfilled or because the drivers license number provided on the application was not in the applicants voter record.

What's the problem? Is it unnecessarily difficult to actually fill out the application?

This should be highly illegal and punishable but it isn't and no one will face any consequences except for the people that can't vote.

I'm guessing that it wasn't made clear to people, and since the goal is suppression they aren't interested in telling people. Hence the portion quoted in the OP.

If it were strictly just a matter of people not putting their social/license number on the application, it shouldn't be a difficult task to list that as a reason for the application rejection

This definitely feels like that information is being purposely obfuscated to ensure that the least amount of applications possible get approved
