TES IV: Oblivion. It is optimal to never go to sleep because all enemies in the game get perfect +5 attribute bonuses every time you level up. Magic is especially broken because health stays below 100 hp on most enemies at low levels, allowing you to use a 1s drain health spell to auto kill cheese.

Combat in Bethesda games is hardest right at the beginning. By the halfway point of Fallout/Elder Scrolls youre dominating every enemy you come across, so I dont get complaints about dynamic scaling making the game harder.

Marvel Heroes Omega (I think). I was unable to unlock higher difficulty levels because enemies level with you, and I read it was easier at a lower level, but by then I was a high level.

In Shining Force games if you promote your characters right when they reach level 10 they end up with worse end-game stats than if you waited to promote them.

fallout 2 and probably 1 if you let the skillpoint counter hit at or near 99 and then level up. fairly easy to forget with high int character. it just doesnt add any more skillpoints so can lose out on like 1-23 skillpoints or something like that depending on stats and perks and how close you were to 99.

If you level up in an efficient manner, the game is hardest at the start. If you just level up Speech to the max then legendary it and level it more then everything will just one hit you even on blocks.

Not really punished, but trying to level up to 99 in Castlevania - Circle of the Moon is nearly impossible.

The higher your level, the less experience you receive from kills.

WOW. With the way stat scaling works a lvl 50 with good gear is stronger than a lvl 55 with mediocre gear.

Oblivion is the first one that comes to mind. You can steal so much that you level up, but not in combat or HP, and everything kills you and you have to start over.

EDIT: WoW is the absolute worst, hands down.

dude bl2 is super hard once you hit the OP levels. i never could past that digistruck peak or whatever it was past OP level 2 or something lol.

also hated that you needed to slag and healthgate to be successful wtf.

imo BL3 is a lot better at higher levels. first game too

I also had a summoner that wrecked everything until I leveled up too much and then I could literally not kill anything. 5-10 minutes to kill a single trash mob. 1HKO death if it hits me. This was Oblivion.
