If breasts weren't covered, they'd still serve as another part of woman's physical attractive characteristic as a whole, but they would lack the reveal during intimacy that makes them so special. It should also be brought up that toplessness is common in some other cultures, but in all this time I have never been interested in looking at images of them, so yes, they are significantly less sexual and taboo as a result. So yea, I'd say it is true that if breasts weren't hidden, we wouldn't like them as much.
