Unless the concern is them violating a NDA by discussing work stuff in their off hours on a platform that her company can't actively monitor, it is an overreaction.

Definitely no legal grounds to restrict that. If the boss continues to dig in about it I'd recommend filing complaints within the company, up whatever chain of command there is.

What was the context here?

I mean I think it can be pretty much bullying for people within a team to have a group chat that excludes a particular team member. Probably the only justification I can think of.
