My state just sent me a letter saying tax laws changed, and I may be due a refund, or owe more for 2020. Here's their summary:

Tax minus credits ($121.00)
Less payments ($572.00)
Refund ($693.00)

I get what refund means, but the number being negative is throwing me off. I assume I'm due a refund of $693.00, but am I misinterpreting this?

Are they saying your refund is $-693 so you owe them for your refund?

You should put in a complaint for making it so difficult to understand. Ask for compensation as you had to question your own intelligence, you had to take time out to post on CE for advice, and finally you to call them.

Which part of the steam sale are you spending it on? :P

Weird, I had something like this last year but for like $22k. Never got any follow-ups or calls, assumed they just messed something up and then fixed it. Hope I didn't cost myself $22k.
