No, that's a villain named Speed of sound Sonic. Same trainign as Flashy since they're form the same ninja village, but sonic is far inferior to Flashy.

Flashy Flash along with Tatsumaki were jobbed out horribly by the original author in the web comic. He literally couldn't think of a decent way for them to realistically lose. The manga is much better with this.

The thing is the webcomic did that to hype up Golden Sperm (now Platinum Sperm) and AG (who is Boros levels). By making Flash (and Tats to a lesser extent) this strong they just completely overshadow the other characters. Atomic Samurai, Darkshine, Bang, Pig God, Metal Bat, look like absolute chumps who got curbstomped by monsters far weaker than PS and AG that Flash is currently trading blows with.
Don't forget that Flash even gets a level up boost in the webcomic which he shouldn't need when he already one of the strongest characters in the series right now.

Oh yeah, and Sonic gets to his level in the webcomic which is just crazy thinking about where they are now.
