I was thinking about this yesterday! In my mind heroes don't care about killing mook number 75B because in those cases it's always self defense. It's going after and killing someone purposely or if the enemy shows remorse but you kill them anyway, is the problem. At least I think that's the logic.

The Mandarin also would have unleashed the soul devourer a lot faster if he'd had Iron Man's Ten Rings that were armed with assault rifles and explosives rather than his Ten Rings which were armed with stunning crossbows and sticks.
