Uh, kind of? You can't eliminate your tax obligations completely by making donations though. It just gets deducted from your taxable income.

It's more like giving it to the needy instead of getting the money. Doing something with the money instead of giving it to the IRS would be what a tax credit is (vs. deduction).

It's a tax right off. Meaning whatever income you give to charity won't be taxed. It doesn't mean it offsets the taxes you owe.

And there's a limit to it. So even if you donated every cent you made you're still going to owe taxes.
