90% isn't 100% for a reason - it's supposed to miss 10% of the time. People are just awful at handling probability and assume anything above a certain value (usually somewhere between 85 and 95 in my experience) is supposed to happen and get angry when it doesn't. Hence why you get people complaining about "rigged RNG" in Fire Emblem games, even though we know the RNG not only does not operate differently for the player and enemy but in fact uses a system that inflates high hit rates and decreases low hit rates (barring Fates, which only does the former) which overall biases it in the player's favour. And people still insist it's rigged against them even when it's actually somewhat biased in favour of them. People fucking suck at understanding probability, we ignore everything that works out in our favour and rage if a 10% chance to lose happens 5% of the time.
