IIRC the canon explanation is basically that the patriot AI complex suppressed those advanced technologies from the public

By that point Kojima felt he made a good enough franchise and wanted to kill it so he wouldn't have to work on it anymore so he didn't bother to think about any of this stuff. Just did whatever he wanted.
