Hagerstown needs more police officers. And this week, the city council gave police Chief Paul Kifer some added tools to recruit them.

The council voted unanimously in a special session Tuesday to raise starting salaries for police officers by more than $6,500 from $40,106 to $46,700 and to raise signing bonuses for police officers who are already trained.
Signing bonuses for Maryland certified officers transferring from other jurisdictions are now set at $20,000; bonuses for officers coming from other states with comparative standards will be $10,000.

"We are still struggling with staffing in the police department, just like every other police department in the country is," Kifer said. "So everyone is trying to find ways to stabilize and bring new staff on board."

Kifer told council members during a work session earlier Tuesday that hiring recruits who must go through nearly a year of training (26-week academy training plus 16 weeks of field training) can cost up to $94,298 before that officer ever hits the street.

That's because their salaries are paid while they're training, and other officers work overtime to cover those positions until the officer is ready to take over, he said.

Transferring officers from other states with similar standards costs about $57,149 before they're ready to serve, he said. These officers require five weeks of academy training and 16 weeks of field training, he said.
Officers already certified in Maryland require only four weeks of field training, so the cost before they're on the street is $28,981, he said.

The council also approved raising housing incentives to encourage more officers to live within the Hagerstown city limits.

Officers and trainees residing within the city were already offered $100 to $300 in monthly housing incentives, depending on where they live. Kifer said five officers were participating in the program, and enough money has been allocated in the budget to offer the incentive to three more.

The council's action raises the monthly housing incentive to $300 to $500.

Kifer said the police department is working with the city's Community and Economic Development and Planning and Zoning departments to identify landlords interested in having police officers live in their properties.

Kifer assured council members he could cover the costs for all of these increases in his current-year budget. While the budget provides funding for 97 law enforcement officers, 88 are currently filled and nine of those are recruits not yet serving.

"The proposal I'm bringing to you today are things that we've come up with that we think we can do right now," he said.

While 61 officers have been hired since FY 2016, 39 officers have been lost to other departments, he said. Another 33 have resigned or retired.

"In a two-week period here just recently, we lost three to other agencies," he said.
