So does that eliminate tax when you sell them? What happens when they go down in price? Needs more details, seems like a very hard system to do. It would make more sense to just tax capital gains more than to try to make this work somehow.

Unrealized? How?

I support taxing realized gains at the appropriate income bracket across the board, regardless of short term or long term gains. But I dont see how you tax something that hasnt been sold yet like taxing you for the groceries you might potentially buy before going to the store.
