I wouldn't say it's "good enough". It's really pretty poor in effectiveness. I would however, without a doubt, say that it's still better than nothing - as well as better than most of China's vaccines (though probably not as good as Russia's).

All signs suggest that this is mostly due to the single-dose, and I'd expect a two-dose regime of it to be at least comparable to AstraZeneca (which is not quite on Pfizer/Moderna's level, but is still pretty good).
