BalloonBattle05 10/16/21 2:57:42 AM #1:	Im not a fan of this route but most panhandlers who get hit with fines refuse or are unable to pay them so they get sent to jail, get out of jail then panhandle aggressively again, so we are back at square one. Most do so because they know it works and people act scared enough that they give away cash.
