Literally in the middle of running. Literally wearing earbuds. Most likely wasnt eyeing him up or giving him signs since she was, you know, in the middle of working out.

What more do you need to think "hey maybe this person doesnt want me to interrupt them out of nowhere?" You have to completely suck at reading social cues to think there isnt enough info.

The first action is the random approach by a stranger. If a random guy is going out of his way to interact with a women and interrupt what she is doing presumptions are going to be made (and they're usually correct) and women will often feel uncomfortable due to past experiences.
