Should the government randomly select people to go to jail?

America has the highest incarceration rate in the world, which has been brought on by tough on crime policies that have made limited dents to the crime rate while causing massive collateral damage to the country. It may be that these policies exist because many Americans have no idea how the criminal justice system really works and accordingly vote for politicians who promise to be "tough on crime."

This proposal would rectify this by enrolling all adults below the age of 65 into a lottery. 1/1000 of the population will be drawn each year, and sent to jail for 1 year. If you are selected for incarceration, you will be exempt from the next 10 lotteries. If you are currently serving a sentence, you will be exempt from the lottery but you will receive extra entries (1 for every year missed) into the first lottery you participate in upon your release.
