There has to be a back story presented that explains it. I could see them doing something like saying that they are part black from the such and such isles and part Valyrian. From the perspective of the Targaryens the fact that they aren't from westeros is less important than the fact that they are Valyrian. That being said the TC is right that this family isn't black in the books. Yeah, I dont see a problem with this at all.
