I watching episodes of Bolivar, a dramatization of the South American revolution. They really had hard time of it. I am up to episode 25 where scholars were captured and executed.

Access to guns may be the reason. Apparently during the American Revolution locals began making guns. This did not happen in South America during their revolution and my guess is that North Americans did not want South America to have factories making guns and cannon because of market loss.
