This. A lot of people seemed to overlook this. It's not one timeline, it's infinite similar timelines.

At the same time, yes it is evil, the audience isn't supposed to be siding with the time cops.

Like most things in Loki, it's not explained very well. Later episodes imply they only prune away the part that deviates from the timeline, but that obviously makes no sense.

I thought it was shown early in the show that they'll only prune whatever part of the timeline gets out of control, like a single person usually, and only in extreme circumstances will they prune the whole thing.
