1: Number of points gained
2: Goal difference from the three group matches
3: Goals scored from the three group matches
4: Head to head results between all tied teams
5: Superior results from the final group match (so if two teams are tied on every tiebreaker but one won the final group match while the other lost, the winner would be ranked higher. If one team won 3-2 and the other team won 2-1, the 3-2 winner would be ranked higher.)
6: Number of times a team scored the opening goal in a match
7: Between all tied teams, number of times they scored the opening goal against each other.

Repeat these steps as many times until final placements can be settled

This way, we wouldnt have to use number of cards obtained as a deciding tiebreaker
