That is trash though because switching is basically a free turn for them that they haven't earned

Nah, the only real rule in Nuzlocke is that if a Pokemon dies you release it, and you can only catch the first one that you find in the area.

All other rules are self inflicted

Right but the only other alternative is attacking with an HM mon, which is supposed to be treated like it doesn't exist because you have to break the traditional nuzlocke rules to catch one in order to advance the story.

I think attacking with the HM Poke is fair, because if it gets a KO it syphons off EXP that your other Pokemon desperately needs, so it's a fair trade. Ideally, when that happens, just end the situation as quickly as possible.

Then I guess the three options you have are...

A) Just switch back
B) Don't use an HM mon - better hope you catch the ones you need (granted that shouldn't be super tough)
C) purposely faint your HM mon before you do anything else so it can't be Roar-ed out
