I think it makes sense. A good portion of the book is devoted to Umbridge's takeover of the school. I've not seen the movie, but I imagine they cut out a lot of things devoted to that. Like just googling tells me they didn't include the parts where she observes classes.

They made it pretty concise. It's a lot of teen angst stuff as well as Order of the Phoenix stuff that is easier to show than explain. They do a great job with the first few scenes in terms of condensing. They take like 2 chapters at a time and make it a single scene. That was the one I thought they got everything back on track after Azkaban knocking it out of the park. 6 is really well edited too, with some great design all around.

That's still in the movie, it's just cut down to about 15 seconds per class.

A lot of the book was internal struggle with Harry feeling abandoned and doesn't translate well to a movie.

The latter quarter of the book is an action sequence, which obviously is conveyed more concisely in a visual medium.

The book was giga slow paced and padded out

It wasn't my favourite of the books, still isn't, but I'm warmed up to it a good amount over the years. Umbridge is the best villain in the series, It clicked that she's Harry Potter's take on Nurse Ratched, and I do like the world building and so much of the mysteries since the start finally fell into place, however it's still very bloated. It's reads very padded, emotionally repetitive and drawn out and near character assassination left right and centre. I think this was the height of Rowling's editors not willing or being scared of asking her to trim and rewrite things.

The film is one of my favourites. It trimmed a lot a lot, showed didn't tell, still had it's awe inspiring magic scenes and reframed a couple of story beats that I vastly preferred than how it's was portrayed in the book.
