its likely hard to monitor online chatter for these games, makes sense they'd focus their bans on them. dont want the people to start getting any smart ideas about nasty things like democracy and government accountability after all.

seems to me like more of a design limitation than a choice
for consoles one way would be to force companies to software lockout users after a certain amount of game time each week. if the government actually wanted to enforce a game time limit they've got enough economic pressure to get companies like sony and microsoft to play ball.
