He literally didn't do so.

One of Light's many issues is that he was a cop and so he used his powers to massacre the lower class. If he had been American there would have been strong racial undertones.

I have no idea whether or not he's a racist, but apparently there are recordings of him using racial slurs so it's a distinct possibility.

He said at one point that killing murderers was just his first step. His grand plan was to expand upon it to go after corrupt politicians, hoarders of wealth, and those he believed to be promoting unhealthy and/or discordant lifestyles if memory serves, but he didn't think society was ready for that grand of a leap from the get go.

He randomly killed people that were in prison. Remember, not everyone that's in prison is guilty. So he possibly killed innocent people.
