They, imo, have every right to be upset that they're about to lose everything because they can't ask for they money they're owed. Of course there is the ones that have like 12 places and jack up the prices just so they can make more money, but not all of them are like that. People need food, right? How about me force food places to give away free food so they all lose a bunch of money? Here in Portland, and in most school districts, everyone 18 and younger can eat breakfast and lunch for free, and if you're just a walk up, you get a dinner when you pick up your lunch. That's the risk you're taking. Having people use what you're providing and not paying for it is different. Kind of like those people that buy up concert tickets and sell them for a higher value. If they can't sell the tickets, that's on them to take a loss. The government shouldn't have power to keep you from utilizing your property if they're not going to be the ones responsible for reimbursing you.
