if its happening frequently I could see a new law simplifying things for their legal system and it might send a strong message to cumthusiasts that they cant be doing that to people

I also just realized that since there are translations from Korean to English going on, the assault mentioned in the text might actually be intended colloquially and not just the English legal definition of assault.

The issue is that it's only being considered property damage, with no extra severity being given to the charges for the sexual assault part. By the sounds of things, they don't differentiate between spreading semen on somebody's clothes and spreading toothpaste on them, which is very much not a good thing.
