They were pretty amazing back then, yes. I wouldn't call European countries backwater though while people are literally starving in parts of the world.

I feel like backwater joke country is overly harsh, despite their recent economic woes. But even if it was true, there are a lot of pinnacles of humanity that don't even exist anymore so it could be a lot worse.
