Humanity has outgrown greed, wrath, gluttony, etc. Basically everyone on board the Enterprise spaceship (where Picard is and TNG takes place) are Starfleet officers who live to cooperate and explore the galaxy and make friends with aliens. Quark in particular did a lot to rehabilitate the Ferengi after how terrible they were in TNG Yeah that was intentional from the actor The Ferengi were supposed to be a serious new threat in TNG, in fact one is like "I'd rather die before I surrendered to you!" but the actors played them so foolishly and goofy that they became jokes He used Quark as a way to add more dimensions and make up for ruining them and succeeded imo I love that scene where he's explaining to a Vulcan how stupid terrorism is. As well as their peace treaty with the Dominion. Quark isn't as greedy and corrupt so having Nagus there showed Quark in a more favourable light. It's like hi Worf was the super Klingon all about honour and culture but then you realise unless you put him next to people like Martok, he's actually pretty fucking decent. Same with most 'alien' characters. Compare Tuvok to most Vulcans and its the same.
