I mean, you can literally pass a class with a 50%. There really is no excuse to make poor grades when the grading scale is on Story Only mode. 70% was the lowest passing score you could make when I was in school, so this is ridiculous.

Set up a situation where going to school is safe, supportive, worthwhile, and leads to a good life and kids will go. The problem is that's not the situation in Baltimore. Kids there have gotten the idea that it's not worth their time to go, that's why they're not going. And if you've ever gone to a school that's close to legitimately bad, where most people don't do so hot even they go, it starts to make sense why a kid would rather spend their time in other ways.

I have some solutions.
  1. Do not move into Baltimore, period, especially if you have a family.
  2. If you reside in the city, work towards leaving it ASAP before starting the next page of your life.
  3. If you're stuck there for the intermediate future do not even think of having children there, period. Regardless of if you can financially support them or not.
  4. Let it die slow and steady.

Every high school teacher I know says their admin forces them to change failing grades to passing so more kids graduate. Grad rates directly tie into funding.

Yes clearly this is because Baltimore is evil and TEH LIBSSZZZZZ and not a result of what happens in impoverished communities and covid school shutdowns(went from 24 to 41% after covid started)

either forced or heavily pressured depending on the district. Also many hoops they need to pass through along the way. Eg if a student isnt marked in danger of failing on the first report card and they get an F in the next quarter they cant be failed for the semester
