The problem is that's not the situation in Baltimore. Kids there have gotten the idea that it's not worth their time to go, that's why they're not going. If you reside in the city, work towards leaving it ASAP before starting the next page of your life. If you're stuck there for the intermediate future do not even think of having children there, period. Regardless of if you can financially support them or not.
