Because they're often based on a single idea or scene and can't extend that idea for the entire duration; it has to be resolved at some point. So they either slap a crappy ending on it or go for the ultimate lazy cop-out and leave it hanging for a sequel that isn't guaranteed.

The idea that the evil can be defeated and wrapped up neatly is less scary than the idea of something that seems impossible to kill. That's kind of what it boils down to. The idea of the unknown, ever-present foe with no escape will often stick with you more and be scarier in the long run than the idea of something that's easily defeated.

Because the monster winning or still being out there is scarier than it getting killed and everybody lives happily ever after.

Thats why the ending to the original Halloween is so great. Yeah our protagonist livedbut that monster is still out there lurking aboutprobably looking at you right now from the shadows.

It's become clich. I get that horror is inherently negative - so a downer ending makes sense.

But part of the fun of horror is not knowing what's going to happen. If you know for a fact that the good guys are going to get away, the sun's going to be brightly shining, and then they'll get killed in the last split-second, it takes away the suspense.

Some of the best horror movies ever made had happy endings. I'm not saying that you need the triumph of good over evil. But you don't need the same ending every time.

Its almost a tradition that the whole group dies except 1-2 survivors. The last survivor always woman. High chance the culprit/killer is still alive.

Even the children books goosebumps, half of them had some twist ending where 'its not over yet'.

An ending rooted deep in despair can have a lasting effect and is therefore more meaningful than a happy ending. A horror movie should be a horror right up until the very end.

Not a horror movie but in The War Of The Worlds
The kid runs off to fight the aliens in a situation where he should not survive. Only he shows up again at the end of the movie alive and well with no explanation how he survived.
To me, that ruined the despair felt during the movie.
