King Piccolo = City Buster. Can wipe out entire steets with ease. Destroy Towns/Villages/Cities at max

Vegeta = Continent Buster. Can wipe cities with ease. Destroy continents at max.

Frieza = Planet Buster. Continents with ease. Planets at max.

Cell = Solar Buster. Planets with ease. Stars at max.

Majin Buu = Galaxy Buster. Solar Systems with ease. Entire galaxies at max.

Saiyan transformations have a natural limit and are trigger by emotional trauma. Turning super Saiyan breaks those limits.

For example, Goku was at his limit fighting Vegeta. Only Kaioken would raise it further. Upon reaching SSJ1, Goku reached a new level to explore. Goku caps out at just under Cell.

This means Base Goku is always just weaker than Frieza. SSJ1 Goku is always just weaker than Cell.

Super Saiyan 2 doesn't exist. Gohan is a hybrid that allows his natural heights to go further.

Super Saiyan 3 only happened because Goku was training a special after world body. This allowed him to go past his natural limits because he was already dead.

This means Goku vs Majin Vegeta were about Cell's level. SSJ3 Goku was Buu level.

This is why Goku was excited to fight Uub since SSJ3 was about Buu level, but Goku was new to the form. So now that SSJ3 had time to train to his max, Goku wanted a rematch. It's possible that a trained Uub is still just stronger than a Max SSJ3.

Ultimate Gohan is likely just stronger than a SSJ3 as well

Roshi blows up the moon and he's not even close to King Piccolo. Everyone on this list is a planet buster minimum
