We keep carnivores in captivity all the time without much issue. And frankly, most of the protections that were in place in the movies would have been sufficient if not for the sabotage/power outage. But in reality, there would have been far more redundancy. There is literally no way we would build the pens for the more dangerous dinos with just a single wall/fence separating them from the outside. There would be multiple layers of walls with deep pits in between at the absolute minimum.
