The downpour was so hard in the area that flash floods happened all around the metro area. The drainage just couldnt handle it, and many drains are even plugged with trash and shit so they dont work at all. Then you get dum dums that dont pay attention or think they can make it, who try to drive through and get stuck. Youre on the freeway and everything is fine and then the road has a low point and it floods so fast you cant get off so you just leave your car since the cars in front of you are stuck.
