It doesn't just need to be about the actual building.

Do you think any meaningful change is going to come from this?

I'll concede the tweet is wrong on one thing - the UK Government basically still hasn't done shit after the Grenfell Tower fire, and in fact there have been three more fires since then (obviously nowhere near as bad) in buildings with similar or the exact same (some of which was installed after the Grenfell fire) cladding that caused the problem at Grenfell.

I think the lesson to learn here is that flat-slab isn't really a very good construction method.
It'll last essentially forever if all the forces are straight down and it's not overloaded, but shear, torque, or lateral forces can become catastrophic.

That evaluation pretty much applies to every structural system. A well designed system of any kind, with good maintenance, will not experience forces that result in catastrophic failure modes. But every structural system/element has its own set of catastrophic failure modes if this is not true. But to be fair I have my own doubts about flat slab construction due to certain ways you can weasel out of shear reinforcement in the code... but that's an aside.

If this failure had something to due with erosion of the earth underlying the foundation, or corrosion in the rebar of the foundation elements and/or the column elements near the base of the structure, it really doesn't matter what the floor system is. If you're building isn't standing on strong earth, or the structural is basically dissolving over time, it doesn't really matter how strong or resilient the structure is at design.

Right now I have the benefit of this NYT article though, discussing a 2018 engineering report which heavily suggests this was partially corrosion issue:

Three years before the deadly collapse of the Champlain Towers South condominium complex near Miami, a consultant found alarming evidence of major structural damage to the concrete slab below the pool deck and abundant cracking and crumbling of the columns, beams and walls of the parking garage under the 13-story building.

The engineers report helped shape plans for a multimillion-dollar repair project that was set to get underway soon more than two and a half years after the building managers were warned but the building suffered a catastrophic collapse in the middle of the night on Thursday, crushing sleeping residents in a massive heap of debris.

Donna DiMaggio Berger, a lawyer who represents the resident-led association that operates the building, said on Saturday that while the report outlined problems to fix, the condo board had no warning that there was a major safety risk.

If there was anything in that report that really outlined that the building was in danger of collapse, or there was a hazardous condition, would the board and their families be living there? she said. She noted that one board member, Nancy Kress Levin, was missing in the collapse, as were her adult children.

At the ground level of the complex, vehicles can drive in next to a pool deck where residents would lounge in the sun. Mr. Morabito in 2018 said that the waterproofing below the pool deck and entrance drive was failing, causing major structural damage to the concrete structural slab below these areas.

The report added that failure to replace the waterproofing in the near future will cause the extent of the concrete deterioration to expand exponentially. The problem, he said, was that the waterproofing was laid on a concrete slab that was flat, not sloped in a way that would allow water to run off, an issue he called a major error in the original design. The replacement would be extremely expensive, he warned, and cause a major disturbance to residents.

In the parking garage, which largely sits at the bottom level of the building, part of it under the pool deck, Mr. Morabito said that there were signs of distress and fatigue.

Abundant cracking and spalling of varying degrees was observed in the concrete columns, beams, and walls, Mr. Morabito wrote. He included photos of cracks in the columns of the parking garage as well as concrete crumbling a process engineers refer to as spalling that exposed steel reinforcements on the garage deck.
This is a really well written article with a lot of good information. As sad as it is to say, this might come down to a communication issue between an engineer and people without a technical background. Although "failure to replace the waterproofing in the near future will cause the extent of the concrete deterioration to expand exponentially" suggests swift action and immediate danger, it seems something was lost in translation.

this is chaotic and I imagine the not knowing is stressful beyond what a human is equipped to feel. the sick reality is that the vast majority of the residents were pulverized and the death count will multiply as soon as officials concede that.

Yeah and it isn't like you can just use a bunch of equipment to quickly pull all the debris off. They have to be careful so that they don't kill anyone trapped. It's a slow process.

It's easy to wonder why people would stay in the remaining tower, but I imagine some people would have no where else to go. And that remaining building is probably one of the few areas in the US at the moment where it would be difficult to sell.

It's not that unreasonable. Their building doesn't have any kind of distress like the other one did. Just get an engineer out there to evaluate the building and call it a day (and there's a good chance they did for their recertification). Now I might get a more thorough follow up after this incident... but if they have had a structural evaluation on their building it is perfectly rational to stay.

That being said, I would probably be spooked for a while too.
