Some authors like Brandon Sanderson outline their series extensively before even starting their writing.
Not saying GRRM does so, but it's entirely possible for an author to know how their series ends before they write it.

It also helps if you look at it from the point of view that most major plot points from s5 onward were failed attempts to recapture the shocking high of the Red Wedding. Shock value and twists took precedence over narrative cohesion and character development; there were half a dozen better ways to illustrate Dany's descent into villainous madness - even within the bounds of that single episode - but no, it was far more important that she just randomly start nuking innocent civilians for the sake of shocking a reaction out of the viewership. Another good example would be Sansa and Arya playing up their rivalry in private for no in-world reason other than to trick the viewership for the benefit of the 'oh ho ho Lord Baelish it's really you we're after' twist.
