Shock value and twists took precedence over narrative cohesion and character development; there were half a dozen better ways to illustrate ~~Dany's descent into villainous madness - even within the bounds of that single episode - but no, it was far more important that she just randomly start nuking innocent civilians~~ for the sake of shocking a reaction out of the viewership.
