IMO: Metal Gear Solid V > TLoU2 > MGS4 > MGS3 > TLoU > MGS2 > MGS.

I do think that TLoU2 isn't too far from MGSV, but MGSV has more tools and tactics that give it the edge.

I've only played about 3/4 of TLOU and the gameplay couldn't hold a candle to any of the MGS games.

obviously the main draw isn't the gameplay, but it has great, fluid mechanics, and I sometimes play just to play, and skip the story altogether.
