Both. Jackie Chan wins the fight, but that was actually Batman's plan. Jackie had gotten mixed up with some criminals through various circumstances and this fight was designed to draw them out and have them lower their guard by thinking the Batman was finally dealt with.

It seems like Batman wins, but Jackie Chan is still more than able to fight after fighting all over the mall, tanking hits like a boss and uninrentionally causing tens of thousands of dollars in property damage with his and Batman's bodies. Jackie's moxie charms Batman enough for Batman to decide him to leave as friends and the next day Bruce Wayne comes back to the mall and offers the owners a very generous amount to purchase the mall from them and Wayne Enterprises contracts various other companies for repairs to restore it to it's former glory.

They'd go through several wacky shenanigans as they fight to a standstill before they realize they're on the same side and team up against the badguys, leading to a fight scene of Jackie doing silly Jackie things while Batman yanks goons into the shadows and rafters doing the terrifying vigilante thing.
