Feel like a reflective vest would probably alleviate any fears of the person being a burglar or whatever. Except minorities, they'd probably still get shit for it.

Most trails are in a city, county or state park. Many of them officially close at night. I assume you can get a ticket if caught violating it.

I've done it a couple times and yeah it's super nice temperature wise. But I do get spooked out a bit. If someone started following me in a vehicle I would have absolutely booked it.

The land management agency in charge of a trail writes and enforces the rules and regulations for it. A trail may be completely contained within one administration (e.g. a State Park) or it may pass through multiple administrations, leading to a confusing array of regulations, allowing dogs or mountain bikes in one segment but not in another, or requiring Wilderness Permits for a portion of the trail, but not everywhere
