I heard that it was a callback to dialogue in the movie that was cut, where Toad would say something like, "you know what happens when a toad..."

but since those lines were removed, it came off as especially dumb.

Iirc a bunch of toad lines got cut from the final version of the movie and supposedly he said do you know what happens to a toad when... multiple times throughout the entire film and thats why Storm decides to deliver that line.

Missing Toad lines from the final cut would definitely add some much needed context. I enjoy the original Xmen movie and that line has just always stood out as weird
