So my dad likes to talk on the phone very loud in our backyard. He talks louder than the tv, and can even hear him from my room which is in the opposite side of the house.

The main problem is he does this even at the middle of the night when he talks to his friends on the other side of the world.

Im concerned that one of our neighbors is gonna complain. No one has complained yet. Would I be a jerk to pretend that one of the neighbors approached me to say that hes being too loud, even if nobody has said anything?

He's your dad, why are scared to tell him he's being loud?

All things considered, I'd say just avoid the lie and be honest that his volume keeps you up at night and so on

You should ask the neighbors if it's even an issue, they may not even notice.

They may just be polite at the moment or tolerating it.

Is your dad being agressive in his conversations? Abrasive? Offensive? or is he just a loud talker?

Just let him know he's really loud. I used to have a neighbor 2 houses down that sat on his back porch and was so damn loud it was really annoying.
