Some of it comes from a place of outright frustration where the viewers believe that if it weren't for societal pressures/bigotry, certain characters WOULD be written as having overt romantic feelings or having a relationship together (this is actually a pretty common opinion Naruto fandom shippers have, usually with respect to either Naruto and Sasuke or Gaara). Most fanfiction writers are girls/women/queer people, so you're also looking at the demographic at which most romantic content in general is aimed, and queer romance content has some appealing tropes that can feel really forced/out of place in pieces that aren't at the very least period pieces.* This isn't mentioning the fetishization of gay romance in such fandoms (see yaoi). A lot of girls/women also like gravitate towards queer romances so that they don't have to deal with misogynistic tropes and such (though often you'll see those tropes anyway in yaoi shipping, blegh). * Edit: This actually reminded me of a video I watched recently, lol: https://www.youtube.com/watch?v=RLKPY47VuQs I'd argue that the massive slew of queer shipping/fan content is ultimately a result of a lack of representation; if media does not sufficiently depict the stories people want to see, fans will just make their own. And a LOT of people were disappointed in the canon ships in Naruto. ... Also, when it comes to queer ships, one of the issues is that a lot of series fail to properly develop complex relationships between people of opposite genders without them being either related or canon romances. The end result is that most popular non-canon ships tend to be between two characters of the same gender who either had really interesting/deep connections (because that's something male characters often get with each other in media), or they have some sort of thematic tie. Just to use Naruto as the example, the only chick Gaara is close to is his sister, Temari. Kakashi basically has no connections to any women. Naruto's relationships with male characters tend to be far more nuanced and fleshed out than those with female characters. In Naruto this is particularly noticeable because Kishimoto seems incapable of writing female characters and giving them development beyond being romance fodder/obligatory token females of groups, but a lot of people don't actually like relationships where one character is the cardboard cutout cheerleader for their love interest. For years fans (and I mean general fans not yaoi fangirls) speculated that the author is a closet case.
