Please explain how protections for police constrained the attorney general to present the defense's case for the grand jury. I don't get it.

"
Karen Friedman Agnifilo, a former high-ranking official in the Manhattan district attorneys office, defended Ms. James, saying the attorney general was constrained in her ability to prosecute the Rochester officers because of the broad legal protections provided to the police.

Is there a reason for keeping grand jury transcripts from the public other than protecting prosecutors who sabotage the indictment? I can see that witnesses should not be named and quoted but it should be possible to summarize the proceedings to hold the attorney general accountable.

My idea is that grand jurors grade each witness and argument as

compelling, neutral, confusing/not credible

and that these grades be released in order to hold the prosecution accountable. The transcript can be kept secret.
