Seems like the city gets destroyed every other day when Superman and his allies do battle with whatever villain comes around. Someone has to foot the bill.

That said, cost of living in Metropolis is probably similar to living someplace like San Francisco or Manhattan.

Its a long established joke that none of the super heroes cities (especially Marvel New York and except for Central City because the Flash is actually competant) should have any kind of population after people catch on that some supervillains going to be mass murdering people every couple weeks. Like why would anyone other than criminals live in Gotham: the city eternally overrun by criminals and eternally night time for some reason?
