Honestly, Shinra is the kind of company that would get its tendrils in both parties to ensure that whatever power shifts happen, it's always got influence.

Shinra would obviously adjust its public image regarding the environment depending on which political mentality is in vogue. We saw this in FF7 remake, where their VR ad was all about how they can make the world cleaner and better with Mako. Republicans being absolutely insane comic book conspiracy nutcases beholden to oil companies doesn't really change the fact that oil companies still generally get what they want with Democrats. Keystone Pipeline was a meaningless rallying issue for both parties - what really matters is the middle east.
